Video Production: UNFPA/CIDCA Project  

 

TERMS OF REFERENCE (to be completed by Hiring Office)

 

 

Background:

UNFPA, the United Nations Population Fund has been procuring health commodities on behalf of the Ministry of Health in the Kingdom of Lesotho through the support of China International Development Cooperation Agency (CIDCA) project.  The project commenced at the beginning of the COVID-19 pandemic to ensure health care workers have the supplies and equipment they need to deliver care safely and for family planning commodities, information and counselling services including emergency contraception to be available and accessible.

 Under the project, UNFPA has been procuring health commodities that include Oxygen Concentrators and other personal protective equipment for medical workers, some life-saving devices, contraceptives and other sexual and reproductive health supplies on behalf of the Ministry of Health.

Since the project is coming to an end, there is need to provide visibility and assurance regarding the adequate safeguarding, management, and use for intended purposes of the procured medical supplies.

 UNFPA is therefore seeking the services of a videographer to document success stories of the project and produce a five-minute documentary, 50 still pictures and 5 less than a minute video clips for use in social media

Purpose:

To produce a multimedia video clip highlighting the change that has been brought by the CIDCA/UNFPA project  and 50 photograph with captions on the project as well as 5 less than one minute video clips

Scope of work:

 

(Description of services, activities, or outputs)

Produce a five (5) minute video highlighting how health care workers and the public benefitted from the procured commodities and 5 One minute clips on the same for use in social media and 50 pictures with captions on the project. 5 less than 1-minute video clips

Specific Tasks:

Pre-Production

Inception: the team will meet with the UNFPA team to agree on deliverables and discuss practical arrangements including travel, identification of key people to be interviewed, shooting locations.

Production:

  • A week dedicated to shooting
  • Conduct and film interviews of beneficiaries and relevant officials
  • Shooting during the project event at Seboche hospital on 15th March,2024

Post Production:

  • Editing and post-production of raw materials (including voice over, music, etc)
  • Add on video and photo materials from archives if necessary
  • Subtitling in Sesotho and English
  • Develop graphics, etc.  (if necessary)
  • Review and Feedback (One Day) –a draft version of the video before the final delivery will be submitted to UNFPA

Expected deliverables:

  • A five-minute video delivered on a hard drive or USB flash drive
  • Three 3 copies of the video on Disk at full resolution
  • Still pictures of interviewees, locations, with captions
  • Video materials (first cuts, final edits and raw materials)
  • The video should be delivered in a format that is suitable for airing on television and delivery on online social media platforms
  • Five (5) video clips of 30 seconds to One minute on the project for use in social media sites

 

 

Duration and working schedule:

This assignment including any travel is expected to take duration of three weeks starting on 15th March, 2024, completed before 05th April, 2024

 

  • The first week will be for shooting
  • The second week for editing and presentation of the first draft
  • The third week for finalisation and submission of the final product
  • Interviews will be conducted in Maseru, Butha-Buthe, Mokhotlong and Quthing districts

Place where services are to be delivered:

  • UNFPA Office, Maseru, Lesotho

Delivery dates and how work will be delivered (e.g. electronic, hard copy etc.):

The Producer will be expected to:

 

  • Deliver the first draft on the second week of engagement for review by UNFPA.
  • Deliver the final product by 05th April, 2024

 

Monitoring and progress control, including reporting requirements, periodicity format and deadline:

The Producer will be required to provide regular updates through one-on-one meetings, e-mails or telephonically.

 

Supervisory arrangements:

The Producer will be supervised by and report to the UNFPA Communication Assistant and SRH Coordinator- UNFPA.

 

Expected travel:

The Producer is expected to undertake travel to Quthing, Mokhotlong, Butha-Buthe and within Maseru to conduct interviews and for shooting.

 

Required expertise, qualifications and competencies, including language requirements:

The Producer must meet the following minimum criteria:

  • Experience in producing videos/documentaries
  • Ability to meet deadlines and work under pressure to produce videos
  • Be willing to work on weekends

Inputs / services to be provided by UNFPA or implementing partner (e.g support services, office space, equipment), if applicable:

UNFPA will provide the following additional information:

 

  • Documents on the CIDCA Project
  • Relevant pictures where necessary

 

Other relevant information or special conditions, if any:

 

All the materials produced will remain the property of UNFPA and the Government of China
