TERMS OF REFERENCE FOR DOMESTICATION OF THE HIV PREVENTION ROADMAP

Purpose of Assignment:

As a member of the Global HIV Prevention Coalition, Lesotho is guided by the global strategic documents that guide and set the tone for HIV Prevention. It is on this basis that Lesotho plans to domesticate the Global HIV Prevention Roadmap 2025 and align to its context to make it functional and effective in addressing HIV Prevention issues on the ground.

It is the aspiration of the GPC to maintain a global accountability process and track progress using score cards, which reflect progress against national targets on an annual basis. This tracking through score cards provides a coordinated and responsive modality for providing technical support to needs assessments, target-setting, planning, implementation, programme reviews and technical and policy guidance through an inter-agency draw-down mechanism across the countries, hence the need for ensuring that there is data to feed in the score card.

Based on the findings from the baseline surveys and progress made by countries, the GPC guides its members through developing global guidelines for HIV Prevention on which countries draw and develop their national HIV Prevention Roadmaps addressing issues within their diverse contexts. The Global HIV Prevention Roadmap has five (5) pillars three of which are focusing on target groups (Adolescent Girls and Young Women; Adolescent Boys and Young Men; Key Populations) while two are programme-based pillars (Condom Programming and ART Based Prevention). Based on this ten-point action plan, Lesotho has started some work on most of the actions but has not strengthened its efforts yet on the action plan. On some of the actions, the country has not yet started, such as, social contracting which helps intensify high level high impact and precision programming as highlighted by the plan.

It is on this basis that Lesotho, a member of the GPC, needs to align with the Global HIV Prevention Roadmap 2025, to guide the country on the strategic focus areas for HIV Prevention. Therefore the country office and NAC have commissioned a consultancy to develop the Lesotho National HIV Prevention Road Map 2028

Scope of work:

(Description of services, activities, or outputs)

To fulfill this assignment, the consultant, in line with the global HIV prevention roadmap and the preliminary findings of the modes of transmission study, will be guided in this assignment by the following terms of reference:

  • Design an inception report and present it to the task team leading the exercise
  • Prepare a data collection tool for key informants and selected groups to inform the HIV prevention roadmap process
  • Align the exercise to the modes of transmission study findings to inform key areas for the HIV prevention roadmap
  • Unpack the results of the Modes of Transmission study, Integrated biological and Behavioural Study (IBBS), National HIV and AIDS Strategic Plan 2023-2028 and other HIV guiding documents to critique the state of Lesotho’s HIV prevention and ensure that Lesotho remains on track of significant reduction of HIV infection.
  • Engage in consultative processes inclusive of key sectors and stakeholders for an in-depth analysis of the context of HIV prevention to facilitate an enabling and conducing HIV prevention environment.
  • Facilitate and lead stakeholder consultations (communities, CSOs, Key partners/informants), including prevention leads, to identify gaps and key consideration areas that inform the HIV prevention roadmap
  • Prepare summary narrative reports highlighting the direction for precision prevention programming
  • Develop a draft narrative of the HIV prevention roadmap
  • Develop a policy brief to inform and influence policy decisions for strengthened HIV prevention in Lesotho
  • Present the preliminary report to key stakeholders and leading team
  • Make revisions based on inputs and comments from key stakeholders and leading team to finalize the draft highlighting the recommendations for best HIV prevention models that can be effectively used in Lesotho

 

Deliverables

  • Customized HIV prevention Map with timelines aligned to the NHASP
  • HIV prevention guidelines and standard operating procedures for effective HIV prevention programming in Lesotho
  • HIV prevention policy brief / advocacy paper
  • Standard Power point presentation for Dissemination

 

The Consultant will work closely with the multi-sectoral committee that will be established and Led by NAC. The work is Led by NAC with support from UNFPA CO

Duration and working schedule:

This work will require 20 working days over a period of one (1) month. The contract will start on 23th April 2024, with the final deliverable expected by no later than 23th May 2024.

  • Review and undertake comprehensive desk Review and Inception Report(7days).
  • In country Stakeholder consultations 7days
  • Facilitation of the Validation and Stakeholder Meetings (3Days)
  • Undertake final editing of the document to incorporate comments and inputs and submit a final document as a PDF file as well as in an editable and printable format (e.g. Ms. Word) (3 days).

 

Place where services are to be delivered:

The deliverables will be submitted electronically and with Hard Copies to the National AIDS Commission and copied to UNFPA HIV Analyst.

Delivery dates and how work will be delivered (e.g. electronic, hard copy etc.):

The selected consultant will be expected to deliver the following:

 

  • 1st draft of the HIV Prevention Road Map 2028
  • Final document of the reviewed HIV Prevention Road Map (electronic copies both in PDF and editable and printable formats e.g. MS. Word)
  • PPT presentations for dissemination of the HIV Prevention Road Map
  •  

 

Monitoring and progress control, including reporting requirements, periodicity format and deadline:

The selected consultant will be required to provide regular update through emails and meetings/consultations meetings as required.

Supervisory arrangements:

The consultant will be directly supervised by the steering committee. The consultant will provide regular feedback and update to UNFPA CO Representative and NAC CE

Expected travel:

To work 7days in country and the DSA and travel to and from Maseru will be catered for by UNFPA Maseru

 

Required expertise, qualifications and competencies, including language requirements:

  • The selected consultant must meet the following minimum criteria:
  •  
  • Demonstrated technical expertise and a good understanding of HIV and AIDS and integrated SRHR issues in the ESA Region.
  • A minimum of  Master’s Degree in Social or Health sciences with 10yrs experience in HIV Prevention, Monitoring and Evaluation of HIV programmes in the ESA region. Previous work in Lesotho is an added advantage
  •  5 years or more in communication and writing, including experience in copy-editing of strategic documents such as strategic plans, guidelines, public policies etc. in English.
  • Experience working with governments, regional economic communities and UN agencies.
  • Proven experience working with a wide range of partners and reaching consensus and accommodating their critical inputs into the processes.

Inputs / services to be provided by UNFPA or implementing partner (e.g support services, office space, equipment), if applicable:

NAC and UNFPA will provide relevant background documents, convene meetings with partners, write introductory letters outlining the purpose of the assignment, and provide other support as may be required to complete this assignment as may be appropriate.
