Organisational context

Under the guidance and supervision of UNFPA Representative and Head of Health Division of Ministry of Health, RHCS Coordinator will support strengthening of the existing systems and procedures for quantification, forecasting, procurement, storage and distribution of reproductive health commodities. The Coordinator will work closely with the Family Health Division, the Department of Health Planning and Statistics, the Pharmaceutical Department, Disease Control Directorate, National Drug Service Organisation, Health Development partners and districts

The RHCS Coordinator will support implementation of the RHCS Strategy by executing the following specific tasks:

·        Ensure effective coordination of reproductive health commodity assessment, quantification, forecasting, planning, distribution and management at central and district levels, including harmonisation of health development partner’s inputs for reproductive health commodities (including condoms).

·        Facilitate the coordination of the Reproductive Health Commodity Security/Comprehensive Condom programming (RHCS CCP) Technical Working Committee at national and district levels on forecasting and quantifying the national commodity needs; and participate in relevant technical working groups for purposes of promoting and safeguarding RH commodities.

·        Liase with the National Drug Service Organisation, the Drug Regulatory Unit within the Pharmaceutical Department and RHCS suppliers on the regulations and importations; specifications and ordering; storage and distribution; and compilation of RH commodity situational reports and consumption data for policy, funding and planning purposes.

·        Support the MOH to periodically review RHCS strategy and continually align it with the current national and sector strategic plans and frameworks. Advocate for inclusion of RHCS issues in national development plans, strategies and expenditure frameworks including increasing budget allocation for RHCS.

·        Support MOH to execute its mandated function in health sector as it relates to RHCS including development/review of policies, strategies and guidelines and capacity building and provision of technical assistance to central, district and facility level logistics and supply chain management systems.

·        Support the designing, testing and roll out of innovative approaches/interventions to ensure RHCS in the country including research and documentation of good practices.

·        Support generation of strategic information and evidence to inform national policies and strategies for RHCS.

·        Assess and monitor the commodity supply pipeline, including male and female condoms and provide technical supportive supervision to districts and poorly performing level units on logistics management; facilitate, support and monitor the establishment of functioning of the District Management Teams and District RHCS/CCP Committees.

·        Oversee and provide support to the roll out of Channel software for strengthening of the logistics management information system

·        Facilitate the development of the long term procurement plan.

·        Document good RHCS practices in Lesotho; Compile periodic progress reports.

·        Conduct advocacy campaigns with opinion leaders on the importance of RHCS in a bit to mobilise national resources for RHCS

·        Perform any other duties as assigned by MOH and UNFPA

Job Requirements

·        Academic Requirements: first degree in medical related field (medicine, nursing or pharmacy) with additional qualification in public health, business administration and/or logistics and supply chain management.

·        Experience: At least 5 years professional experience, preferably in logistics management and RHCS, in public or private sector. Familiarity with Lesotho Health System is an added advantage

·        Language: Fluency in oral and written English

·        Computer literate
